1.9.5 Released: ECC optimizations, GOST 34.10-2001 fixes

Botan 1.9.5 has been released. Extensive profiling has helped optimize the ECC algorithms, and now performance of ECDSA and ECDH is roughly 3 to 10 times faster than in 1.8 (depending on key size). Testing after the 1.9.4 spin found a number of compatibility problems in the new implementation of the GOST 34.10-2001 signature scheme, specifically in terms of X.509 public key formats, and in how the algorithm converts hash inputs into integers. The version of GOST 34.10 in 1.9.5 is compatible with the one included in the 'ccgost' engine included in recent versions of OpenSSL.
